reading /home/$USER_HOMEDIR/ with apache

How can I read /home/different_users/maildir with apache running a cgi script, right now it gives me an error "permission denied" ....I've been looking at using suid, change user apache's group permission....well anything..I'm not that great with linux/unix yet...so I'm just trying to figure out what my best options are. I'll really appreciate any help or suggestions.
thanks in advance.
