Program that helps writers?

I was just wondering if there was a program that could help me with writing multiple subjects at once with an outline maybe connecting to each subject as a different page? Just wondering if there was something in Open Office or somewhere else or anywhere else? Or maybe crating something in the writer (document) part and connect it like an html page or something? Let me know if you can help me or if I am too confusing.

Thanks in advance for any help.

It's been awhile but I believe you can use tags and hyperlinks in open office writer.
