proftpd transfer speeds are extremely slow...

Im running Mandrake 10 official, and my file transfer speeds for FTP with proftpd 1.29 and SSH are both extremely slow. When i connect directly to the server over my home network i get about 700kb a sec...but when i connect over the internet i get 1kb a sec. Something isnt right....I have port 21 open for FTP forwarded to the server, and a range of ports open for data also forwarded to the server. The max rate is set at a gigabit, so why is it going so on a cable modem, so i know it wont be extremely fast, but it shouldnt be 1kb a sec. This is my first attempt though, so i could be missing something. Any ideas?
