I don't think any environment variable can be the problem, because I've successfully started and stopped the server with the computer on normal shutdowns and startups before the powerloss.
The server is supposed to start at the boot, and then is says OK, but ther server doesn't go up. If you then try to stop te sever you get FAILED, and if you try to start it you get either that error or just an OK that doesn't do anything (the same goes for restart command)
