Possible to use scroll wheel to switch between programs on XFCE panel?

Usually I use KDE, and one of its features that I find very handy is the ability to hover the mouse over kicker (the task bar) and use the mouse scroll wheel to switch between active applications.
One of the systems I use is rather old though, and KDE is a bit too heavy duty, so I'm running XFCE on it. So far it's been a very good experience, and I've not really been missing KDE except for this one piece of functionality. I've been searching the documentation, the configuration options, and the internet to try and find out if there's a plugin or something that lets the XFCE have this behaviour, but I've not been able to find anything. Is anyone aware of such an option or plugin?
I know it's possible to run kicker inside XFCE, but this results in there being two taskbars, not to mention the fact that it slows down booting as some KDE libraries have to be loaded into memory. I think it's also possible to switch between virtual desktops by using the scroll wheel over the pager applet, but this isn't the functionality I want either.
