Hi everyone
assume , you are writing a CMS ( php ) on a server, and all programmer ssh to server and develop that.
i need a framework to manage users and directories each user should work on it.
for example we have /var/www/site1 for user 1
/var/www/site2 for user 2
and ....
is there any application that can help me?
only i select a folder for user and he/she see it and edit it.

I don't see the connection between the two halves... Unless you mean you want a different directory for each programmer, and when they ssh into the server, they can only see what's in their directory? If they're all working on the same project, wouldn't a CMS be more appropriate?
sometimes they're all working on a directory, sometimes working on some directory...
in real, i wanna a environment like a webgui that every user can see just which directory i shared for he.
is there any development management tools?
is git good? can i add new project for every user permanently and periodic ?
Yes, I think git can do what you want it to - it may not be able to hide the code the other users are working on, but it can stop them from writing to it. See, for example, https://bitbucket.org/#small-teams
