Package not found

I'm trying to install libtorrent0.11.9 in Debian Etch, but I'm having a problem in that ./configure gets to checking for OpenSSL and then errors out.

The error message I get is "No package 'openssl' found", but I have installed Openssl and libssl-dev through apt-get, and when that didn't work I manually downloaded the source for openssl and installed that, also a no go.

I need to install libtorrent by source in order to get the latest version so I can install rtorrent with xmlrpc support (unless there is some way to do that with the deb package, so far I've not found a way to add configure flags though apt-get).
