new install - need to get FTP working

I have a relatively fresh redhat 7.3 install on a server. I went through the install and _thought_ I selected an FTP server to be installed, but it doesn't look like I have. I checked the ipchains, and I DO have port 21 and 22 open and accepting connections.

Doing an rpm -q ftp shows that I have ftp-0.17-13 installed, but I'm not sure if that's a client or a server. If it's a server, I have no idea how to configure it to get it to run.

I would appreciate any suggestions about how to start (any) ftp server that I could use easily.
