need help installing programs. zlib library needed error

hi, i am having trouble installing programs. i am new to linux. every time i try to install any program i get a error saying "Could not find zlib library" or some other lib library. when i go to Kpackage to install zlib, it says i already have it installed. Is this how to install programs?
cd Desktop/
tar -zxvf (filename).tar.gz
cd (filename)
./configure
make
make install

During the "./configure" process i receive the error. i am running on a Memphis. if there is anything else you need to know then tell me.

You probably need to install a development version of zlib which contains the headers and configuration files that other applications look for. It's probably called lib-zlib-dev.rpm or somesuch.

(If you need to ask for help again it would be nice if you could copy the error message into your post. Include a few lines from before where it says error, then we can see what went wrong)
