Need an interface for web development

I have a web server at a remote location, and is secured by a firewall. This implies I cannot access the machine from the Internet. The web server has some static pages, which I want to edit. Is there any web based tool that allows access to files (even a directory & its subdirectories) over the Internet? I could then install it on the server and make changes as necessary.

You can open ports in your firewall to allow you to log in using ssh and ftp
