MySQL Control Center (MySQLCC) is a non-web-based GUI for MySQL, made by the same people who brought us the database server itself.
http://www.mysql.com/products/mysqlcc/index.html
It's a very nice tool, especially if you're used to other database server GUIs like PL/SQL Developer or Toad.
