X11 libs live in /usr/X11R6/lib. I'd be checking the config.log and see what it is doing wrong. It might be looking for a specific library/header.

This file contains any messages produced by compilers while
running configure, to aid debugging if configure makes a mistake.

It was created by configure, which was
generated by GNU Autoconf 2.57. Invocation command line was

$ ./configure --x-libraries=/usr/X11R6/lib

The log doesn't indicate exactly what it is looking for that it didn't find. You would need to look at the configure script at about line 3803 to see what is going on.
