linux 'install' command

I'm missing the point of this command. Is it just something left over from the bad old days of UNIX when, for example, tar really did make tape archives?

Seems like this utility's provisions are already covered by cp/rsync, chmod/chown/chgrp, just not in one place, I suppose.

/usr/bin/install
" install - copy files and set attributes "

Ref. 'man install'

It just sits there, never observed anybody use it.

Actually almost all the Makefile of GNU and non-GNU software use install to perform the install target. Take a look at them and search a line as
Code:
INSTALL = /usr/bin/install -c

I use it all the time in the creation of RPMs from pre-built binaries.
