Ok, so we now know what you WANT...what is the problem you're facing in doing it???
If you want this program, you're going to have to write it. If you're having problems, post them, along with the relevant details, and tell us where you're stuck. Otherwise, there are almost no end of ways to generate a 'license'...how you do it is up to you.
