Anyone know a way to make LaTeX format an index the same way as the table of contents? with sectioning on the left, dotted line to pagenumber on the right.

That is given in an example in The LaTeX Companion in section 11.2.4.
Add the following commands to the index style file:

delim_0   "\\dotfill "
