kde style with pictures?

Because there is no kde widget style that really fits me, i want to make one myself. The problem is: i can't program (only a bit of python) so is it possible to create style from pictures or something?

Is it possible to make styles with python?

As far as I know, all KDE/Qt styles are coded using C++. There was a project to make creating style easier, by allowing user to use graphics to define widget styles (I forget the name), but seems that the project is no longer being maintained.
