KDE and gnome libraries?

I am not sure how lots of things work. Forgive the following makes no sence. Do certain programs need gnome or KDE libraries installed to work. Does that mean I need to have KDE and Gnome installed to compiled these programs. Also what is KDE base?

Yes, some programs use KDE libraries, some Gnome, what I like to do since I dont use KDE or Gnome is to just install their libraries. You dont have to installed the base systems or anything. This way I can have the cake and eat it too
