Java, apache, tomcat

I would like to use the commons-fileupload class on my apache1.3.33 webserver...

Is there any way I can set up apache so that I can use java on my server without installing tomcat.

Can apache only handle html, cgi and php - so that I have to use tomcat to make this work?

Thanks!
