iptables not working

dear fellow... i have applied firewall by using iptables....
i have restricted everything on my incoming interface except telnet, smtp, pop.... but its not working... clients are able to use other service like ftp , ssh on my pc....
if i restrict all tcp trafic then.. it works....
my order of iprules are ok....that is last rule is to block all trafic on tcp and udp on my incoming interface.
please help me in this regard.

I dont know how to set up iptables directly, so I use bastille, which should be included with RH, to do it for me. At the konsole type

InteractiveBastille

note the capitals. This then asks loads of questions, with suggested answers, and secures your system.
