How to setup the include path?

I am trying to build tme-0.8
But the LTDL_SET_PRELOADED_SYMBOLS
I find out that it is in the subfolder
known as libltdl
There is a header which contains such macro.
But how can I tell Linux or cygwin
about this path?
Thanks
Jack
