The "$" just keeps the drive from showing up in the browser. I think you would use //<hostname>/C in the mount command. However if that doesn't work try //host/C$. However, you should
never share the C:/ or
any system directory in windows (or any OS). That is very dangerous, and makes it easy for viruses and malware to spread.
See the man pages for "mount", "mount.cifs" and "fstab" for instructions on how to mount a windows share.
Here is an example for a "guest" samba share on another Linux computer:

For an other type of share, you would indicate the username & password and maybe use the "gid", "uid", "file_mode" & "dir_mode" options. If you need to use the "smbfs" filetype then use "fmask" & "dmask" instead of "file_mode" & "dir_mode".
