How do I wake up an external hard drive on boot?

I'm running a very lightweight version of linux on my linksys router.
I have all of the drivers installed properly for USB storage and for the file systems.
When I boot up or reboot the router, the external hard disk spins down and shuts down since it does not sense any connection. I have to wait for the router to finish booting and loading the USB drivers, then I have to unplug and plug the external hard disk from the USB port. After this I have to manually run a script to set up the swap space and mount the external hard disk partitions. Is there a generic linux way I can wake up the external hard drive after I load the USB drivers so I can automate this entire process?
