I just fixed it, Turns out that the file came with a makefile, This was an assignment that an instructor provided for me (hence the name TAMUCC for Texas A&M University Corpus Christi) and I needed to setup opencv in order to complete the class. For the googlers out there this is what I did.
I went to the opencv download page and downloaded the source archive for Windows, Opened it in wine and told it to extract to the C:\ drive which is located in /home/<username>/.wine/drive_c. then went into the directory in which it was extracted and browsed to the following folder (opencv/build/include/opencv2/) copied the opencv2 folder and placed it in the directory /usr/include/c++/<version number, usually the only folder in there>. Now everything is working.
