Question How can I do this with Linux?

Howdy.

I would like to know how to accomplish this list of goals with some Linux distro or distro+software.

The setup is like this, and users have logins for the proxy :

NET -> Cable Modem ->
Dedicated PC -> switch -> network...
|
|
Wireless AP

Goals :

- real time monitoring of traffic per user
- bandwidth usage reports per user
- traffic shaping per port/service/user
- static leases
- web administration

Thanks in advance for your time!

I now know both and also Smoothwall and ClarkConnect and m0n0wall. Thing is, has anyone done this? What's the best course of action.
