Having problems downloading packages with special characters


Hallo:

I'm having problems for downloading packages with special characters.

Ex: When download language-pack-es it has the name in /var/cache/apt/archives
language-pack-es_1%3a8.04+20090212_all.deb

I create the Packages.gz with:
dpkg-scanpackages . /dev/null |gzip -9c > Packages.gz

The problem is in the client which tries to update the package.

After the update, when trying to upgrade, it says that it can't find the package. If I try with wget, it says
wget "http://192.168.1.14/ubuntu/language-pack-en_1%3a8.04+20090212_all.deb"
says it doesn't existe,
but if i replace % by %25, it can be downloaded:
wget "http://192.168.1.14/ubuntu/language-pack-en_1%253a8.04+20090212_all.deb"
OK.

The problem is that the Packages.gz has the name without %25 and then it's not found.

How can I solve the problem?
