Grub changes the default boot partition

I have a Fedora Core 6 system, with grub set up to boot from a list of 3 choices: FC6, previous version of FC6, and WinXP. I have grub.conf set up to have WinXP as the default. Everything works as expected, *except* that after a certain number of boots of FC6, using a manual choice from the list, grub.conf is changed so that FC6 is the default.

I do not want this to happen; I want grub.conf to remain as I have set it up, no matter how many times I boot FC6. What do I need to do to make this happen?

How is grub.conf changed...is it that the default # gets changed or the order of entries is altered?
