Gnome GUI Configuration

Hey, i've been browing some desktop shots in older forum threads, and I found one that caught my eye, posted by Hitokiri_X awhile ago.

If you check the bottom edgebar in his gui, it isn't transparent, but has it neatly smaller; it dosen't take up the whole screen. As for his menu bar, its detatched from a top docking position. Is this possable, or needs a theme? I've been trying for a little while to recreate the effects for myself with no luck.
