fvwm: how do i confine windows?


ok, what i want to do is make sure no windows (except a panel that will include a icon manager(s)) to be at the lower part of the screen, try as i might, i cant seem to find a way to get fvwm to force windows out of that spot if they are moved there, or resized into there, does anyone know of a way to do this?
