Function Key

Is there a way to map the fuction as a modifier key? What I am trying to do is be able to press Fn + F12 and have kde run a program. In this case powersave --supend-to-disk. I have edited .Xmodmap and used xev to map Fn to F35. I am running Suse 9.3 if that helps. Thanks for the help.
