FTP with quotas or ip limitation

Hello,
I want to install a ftp server on my Debian/Sarge but I want to either filter allowed IPs (like a .htaccess) or to restrict file download and upload ?
What is the easiest way to do it ?
I am quite a beginner in that field.
Thanks.

You could use proftpd.
It has a apache-like configuration.
I even think you can use .htacess with it ... I'm not sure ...

Thanks !
.ftpaccess files are a bit like .htaccess files !

There are also a quota and a ratio module, but I think it is too complicated for me !
