FTP upload stalls in binary mode (56K dialup)

I have never been able to upload any binary files over 30K in size. When i start the FTP transfer, the first block of 8192 bytes transfers almost immediately. The second block takes a few more seconds. The third takes longer, and the fourth block takes several minutes, then stalls, eventually breaking the connection. This doesn't seem to happen in ASCII text mode, only binary mode.

The server is running ProFTPD 1.3.Orc2 (I don't know how to determine my client FTP version) It seems to be the same problem with other servers as well.

What causes this, and what, if anything can i do about it?

This server also refuses to execute APPEND or RESTART commands, so i can't even try to splice onto the file fragment that did upload.
