there´s a difference between active and passive ftp.
who blocks ur ftp? ur ISP or ur IT-division?

to support active mode FTP:

* FTP server's port 21 from anywhere
* FTP server's port 21 to ports > 1024
* FTP server's port 20 to ports > 1024
* FTP server's port 20 from ports > 1024

to support passive mode FTP:

* FTP server's port 21 from anywhere
* FTP server's port 21 to ports > 1024
* FTP server's ports > 1024 from anywhere
* FTP server's ports > 1024 to remote ports > 1024
