In linux you have to install libreoffice<version>-dict-fr package (e.g. libreoffice7.6-dict-fr) included into the full download available at libreoffice site. Don't know how it translates into chromeOS.
To spell check in a second language, you have to select it. Think of the chaos if you had two spell-checkers going at once — dance and danse both acceptable!
To check a document with a language other than the text default, click on Tools- Language - All text and select the language you want to check. To change the text default, click on Tools - Options - Language.
Perhaps I should add that I use OpenOffice, but I suspect that LibreIffice hasn't changed such basic things.

You had to selected tools, languages, for all text, more...
Then you had to select in default languages for documents, under western, French (France).
Once you had done that I could select between English and French. I did the same with German.
I also had to select, under tools, automatic spell-checking, and I did also select automatic accessibility checking (don't know if you have to select that one).
Now I have three working languages, spell checkers, in my LibreOffice.
That´s great, I love it ! I love Linux and LibreOffice !
