Finding command line in ubuntu


I have tried to find the command line to issue a command to decompress some pagestream files. I get into the page containing the names of all the files. When I go to applications>accessories>terminal I expect to execute a command but the text box continues to roll entering: bzip2 Cant find file, no file or directory I keeps repeating this. I'm really new to Linux and would like to decompress these pagestream files. Can anyone help a struggling beginner decompress these things I have a response telling me to cd to another directory. I didn't know Linux had a cd command. I thought that was a windows command.

You're probably in your ~ (home directory) while your file lives
in e.g. ~/Desktop
Just cd to the directory where the file is, or use the full path
to it.
