I suggest emacs for features (emacs -nw if you use a terminal), nano for simplicity.

Any editor can edit a configuration file (which is just normal text)
Creating the file is easy, but you will have to write it yourself.

What features do you need?

Any editor will do. It is essential to understand the basics of VI/M even if you prefer another editor. You can look into Emacs or PICO/NANO.
