The short answer is "yes".
Your question is too general to be useful - in free software you have access to a compilers and documentation on programming languages. Therefore, if it can be programmed, then it can be done with free software.
However, I suspect you are looking for something a little more high-level than that.
OpenGL is most often used in 3D graphics programming.
Blender is capable of making 3D animated film clips like that one.
There are no doubt many different approaches. There used to be a screensaver which rendered openGL text, flying past at different distances.
