The file in /etc/xinetd.d/cvs is

# default: off
# description: The CVS service can record the history of your source \

I think the file should be named /etc/xinetd.d/cvspserver not cvs.

CVSROOT ?? make sure to set it properly. My server is up with both pserver and ext methods.
