What exactly is this "WielsOnLine.txt" file.. is it an executable or just a plain text file? Do you do realize if its a plain text file that isn't executable as in a script of some kind, cron won't do anything with this file!

I think you may be missing a step here, but my examples
are from Redhat, so your mileage may vary:

crontab -l # lists what is actually installed as user's
# crontab to stdoutput
crontab -e # modifies the user's cron tab file and
# automatically replaces it when you exit
crontab -r # removes the current crontab

Other items to check:
* is the cron daemon enabled, as stated earlier by
another poster
* contents of /etc/cron.deny or /etc/cron.allow
policy config files (you only get to use ONE)

And, for jobs to be run by root, Red Hat has a
set of directories and a crontab under /etc so
jobs are run hourly, daily, weekly and monthly.
You DON'T need to edit the /etc/crontab.
As root, you just move the needed script into
one of the directories, for example /etc/cron.daily
for the daily jobs.

If you want to manager their logs in /var/log,
or wherever, you edit the configuration file
/etc/logrotate.conf and ALSO make sure that
the logrotate script appears in the same set
of directories to run at appropriate intervals.
