create a cvs repository with existing files

I was given a tar file for source codes by a coworker.
The top directory is:

# ls -F
configs/
packages/
scripts/
utils/

There are additional files and subdirectories under the top directory.
What is the fastest way to create a cvs repository?

I used Red Hat Linux 3.3.3-7.
