Configure KDE Desktop icon Appearance

Hi i have KDE configured so that there is a panel across the top of the screen
but the icons hide behind it when they align.

is it possible to lock the icons to start 20 pixels from the top?

or linux horizontally across the bottom of the desktop?

and im open to other suggestions

I don't know the exact answer but I think you might be able to do what you have in mind by using the KDE Control Center (kcontrol) software.
