Though your response is accurate, it's less than helpful. I've resolved this problem and figured I'd post the results in case anyone else has questions about it.
Plugins do in fact go in the plugin folder, however, there is no plugin folder installed by default when building the source. You have to create a plugins folder in the top of the build directory $CHROME_DIR/src/out/Release/plugins and put the library there.
I had tried that, but my problem turned out to be that I was using the 32bit Adobe Flash library with a 64bit version of Chrome. Once I downloaded the 64bit Flash for Linux, Chrome recognizes that the plugin is there. It still doesn't work, I just get a black screen, but that's another matter. Hopefully someone else finds this helpful.
