Do you want a program that does both or reccomendations for each one?

I think the best MP3 Player is amaroK,
and I use the CD/DVD Tools that come with KDE to rip my CDs to MP3

You can use xmms to play mp3s. There are also lots of others, such as mpg321 (Command Line) ...

To rip cds, there is grip which has a gui. I prefer to use the command line tools cdparanoia (Rip cds) and lame (Convert to mp3)
