Can't get SDDM off VT2 in Neon Testing

IMO, X has no business being anywhere except on VT7, unless it's somewhere else in addition to VT7. Neon has it on VT2, where I run MC always, so I want to move it same place as Focal and/or Jammy on which it is currently based, VT7. I'm unable to find out where this is configured, or what is different between Ubuntu and Neon. Trying to move it with MinimumVT=7 in [X11] or [XDisplay] in /etc/sddm.conf or /etc/sddm/*.conf has no effect. Neither
Code:
[Unit]
Conflicts=getty@tty7.service
After=getty@tty7.service
nor
Code:
[Unit]
Conflicts=getty@tty7.service
After=getty@tty7.service
in /etc/systemd/system/sddm.service.d/override.conf have any effect either.

Code:
# grep exec /etc/X11/xinit/xserverrc
exec /usr/bin/X -nolisten tcp "$@"
# ps -A | grep -i xorg
    585 tty2     00:00:00 Xorg
# cat /proc/585/cmdline
/usr/lib/xorg/Xorg-nolistentcp-backgroundnone-seatseat0vt2-auth/var/run/sddm/565ca0da-63ed-481e-a0d7-d8bb8b8b186a-noreset-displayfd15root@ab250:/etc/X11/xinit
#
How can I find out where vt2 in that cmdline came from?
What does "$@" in the startup exec line mean, and where does it come from?
Any other ideas how SDDM might be moved to VT7 (other than not using Neon, where the latest Plasma is ready to run)?

Should they have any effect? If so, report the bug to KDE.

Locate and search the relevant code repositories? Or ask a on the relevant KDE Neon mailing list.

Presumably the same thing it means in any shell script ...?

The code comes from the author of that script, the values from whatever calls it.
