Can't add partition to usb stick using gparted

Installation iso was burned on usb stick using dd command. There is enough unallocated space but when I want add new partition, I can't select any file system with exception of clean and unformatted.

When I create "clean" partition, it's not possible to format it - can't select any file system.

Devuan 64 bit, gparted run under root account.

Is it please possible to add new partition and format it without erasing whole usb stick ?

ISO is an optical disk image, it doesn't have a partition table. Can't be done.
