BIND - logging issues

Im having issues with the log file not being moved over to file.0 when i HUP the process.

Here is my configuration file.

logging {
channel my_file {
file "/var/log/dnscache" versions 1;
severity info;
};

category queries { my_file; };
};

then when i run 'kill -1 pid' its suppose to move dnscache over to dnscache.0 and create the dnscache. but its not. Anyone have any ideas why?
