The closest thing is a Windows installer. Try WUBI: http://www.ubuntu.com/download/desktop/windows-installer

If you are already running a Linux distribution almost any distribution can be installed without using ISO files, for example Debian based distributions with debootstrap or Slackware with installing Slackware's pkgtools and using them to install to a mounted partition.

Use UNETBOOTIN and install an iso onto a hard drive partition, and install from there.

The main reason for using ISOs is that the computer must be running "some other operating system" while it constructs a new operating system environment on your hard drive. If your computer is "starting from nothing," it must start with this.

However, it is also possible, as mentioned, to use a conventional installer ... if the target drive is not the boot drive, say, such that an operating system environment already exists which is capable of running the installer. The only problem here is that the installer might need to be able to sense, or otherwise to fully know-about, the target environment so that it can make hardware-specific choices.

If you're simply replicating an operating-system environment, that you know will already work correctly on the target machine, then "an over-glorified and very large tarball" can do it.

Many of the distro's now have a hybrid iso image that can be copied to some drive. They may not even say it is hybrid.

Things like SuseStudio can build what you want and in a format for your needs.

Some distro's are still in a form that requires you to manually install it.

You may also wish to consider pre-made virtual appliances.

Some distro's could also be installed pxe/gpxe/ipxe.
