Do you mean when you access a page using a browser? Normal html pages from your server are looking OK? Are you using CSS for the make-up? If so, from file? Your CSS file might not be accessible by apache, hence default colors (black and white and blue links).
Images might also be in a directory that can not be accessed by apache?
Both should be in the document root or in a subdirectory.
