No. You
really need the package manager to handle installation and updates, the alternative is a hot mess.
However, you can mix and match VNC clients with your choice of servers. The distro and even the client do no matter as long as you stay with either the VNC or RDP protocols.
If you're looking for a good client, then Remmina for VNC and RDP is a solid choice. It tunnels over SSH nicely and is as easy as is possible.
