Slackware, Debian, or CentOS.

I prefer Slackware.

Despite what you may have heard, it's easier to configure. Debian would be my second choice.

An example of what kind of well thought-over security features there are in Owl:

they have ["completely got rid of SUID root programs in the default install"](http://www.openwall.com/lists/oss-security/2010/11/08/3) (and they do not use capabilities for this).
