1, What is the purpose of this protocol ?

2, Where it is used, like which application/service uses this.

it's just some old protocol that was registered against that number. It appears to be very very obsolete and is of no significance whatsoever to anything in modern IT, other than that entry.

I got some info from net that Symantec altiris uses this port for communication.
